Those wishing to participate in the revision of the local source code of the Automated Electoral System (AES) which will be used in the May 2022 polls can now submit their candidacy to the Electoral Commission (Comelec).
“Attention please, patriots. The local source code review committee is now accepting applications online to participate in the 2021-2022 local source code review of the automated election system, ”Comelec spokesman James Jimenez said on Twitter, Monday August 16.
Local Source Code Review aims to provide interested parties, groups and associations the opportunity to inspect and review AES source codes in order to build public trust, promote transparency and trust. in AES.
The review should cover the source codes of the Election Management System (EMS); Vote counting machine (VCM); Consolidated Canvassing System (SCC); and other related systems programmed and developed by the supplier AES.
In Resolution No. 10712, the electoral body said that all applications filed within the specified time frame will be subject to the approval of the chairman of the local source code review committee.
He added that the decision of the chairman of the local source code review committee will be “final and without appeal.”
Accredited political parties or coalitions of parties are allowed to apply; accredited and legitimate citizen organizations or groups; Information technology (IT) groups known and recognized as existing in the IT community; civil society organizations / associations known for their involvement in electoral reform activities; and members of the Comelec Advisory Council (CAC) and the Joint Congressional Oversight Committee (JCOC).
“If, due to limited space, all interested parties, groups and associations cannot be accommodated at the location of the source code review, preference will be given: 1) to major political parties, as determined by the Commission; 2) citizen arms duly accredited by the Commission; and 3) members of CAC and JCOC, ”the survey body said.
The source code reviewer, Comelec said, must be duly authorized by the interested party or the group it represents, and must have knowledge of computer programming languages preferably on the following systems: C / C ++; Development of Java applications; To hit; Object oriented programming language; Unix type systems and Linux operating system.
“The prescribed qualification is to ensure that the code reviewer can understand and appreciate the source codes of the AES to be reviewed,” Comelec said.
The polling body said any interested party, group or association can appoint primary and secondary code reviewers for each system.
“However, depending on the availability of space at any given time, each party or group may be limited to one qualified reviewer at any given time,” he said.
The interested party, group or association can complete the online application form accessible from the official website of Comelec.
The deadline for submitting applications is September 10.
Article 12 of Republic Law No.9369 states that “once an AES technology is selected for implementation, the Commission shall promptly make the source code of that technology available and open to any party or interested group who can do their own review.
